"he he" is when someone is trying to laugh but doesn't find it really all that funny or they would laugh normal, which sounds like a ha, not a he.

ok, this is KELLY an avid user of the he he as metioned previously by bum.
I use hehe to convey a cute snicker- almost coniving, not sinister. not laugh out loud, roaring HA HA. that is when i would think something is just hilarious. For example, i think robbie is going bald, hehe. Goat slept with robbie blank, HAHA!!!!
